I would go for ‘are’ with the addition of ‘a’ before ‘cat’ as well.

  1. There are a dog and a cat over there.

  2. There is a dog and there is a cat over there.

I had to look this up to clarify my thinking.
It turns out everyone is right!

“There are” would be correct formally.
“There is”, or better, “There’s” is fine informally.
