The preposition "to"

Hello everybody!.

I?ve got one question:

1.- He promised me a present
2.- He promised a present to me.
3.- He told me a story
4.- He told a story to me.

I am not certain if the use of “to” is
right in 2) and 4)?

Sentences 1 + 3 sound the most natural. But the sentences using to are also OK.
