what does “I will do strongly before the sun and moon whatever inly rejoices me and the heart appoints.” means???
Please help me clarify it.

It looks like a literal translation from another language rather than a sentence written originally in English. The English is too poor to be sure, but possibly:

In the day and in the night (before the sun and moon) I will do whatever I want to do (whatever inwardly rejoices me) and whatever my heart tells me to do (the heart appoints) without any weakness or hesitation (strongly).
