Can anyone tell me the different meaning between
1/ Have you ever cut class ?
2/ Do you ever cut class ?
The difference is that in (1) you are being asked about the past whereas in (2) you are being asked about habit - past and present.
This really needs further definition, Genshinken and so I would add a third sentence. In sentence (1) the question asks whether so far/up till now you have ever cut class. In sentence (2) the question asks whether nowadays it is your practice/as a general rule to ever cut class. To refer to the past you would need to say: Did you ever cut class? Here the question asks whether you ever on any occasion in the past cut class.
