"Talk to" in the sense "talk about"

In the business world I hear a lot of “talk to” a topic, instead of (what I prefer) “talk about”.
Is “talk to” (a subject) correct?

‘Talk about a subject’ is the one I would use but of course ‘talk to a topic’ is commonly used where the speaker is in a way addressing a subject or topic. The idea of ‘to’ is possibly more precise.

It (talk “to” a subject) appears to be some sort of fashion, like people pronouncing plural of “process” as “processeez”. I started hearing it some ten or fifteen years ago.
