Is this sentence correct:

[color=red]1-Thought control can be overt, such as existed under totalitarian regimes and it can be more subtle.

I can understand what it means, but I am not sure “such as” is used correctly. It seems to modify “can be overt” and not “thought control”.

Also, there should be a comma after “regimes”.
