I would rewrite the text as follows:

Many of these items have been on every Indian government’s to-do list for decades. But the long period of gridlock only makes change more urgent.

I like this phrase, though you would need to know your audience as to whether it communicates your idea.

As for “strengthens the case” I would put it slightly differently as “emphasizes the need”.
The idea is that if someone is building the case (or argument) for change, the long history of inaction would strengthen their argument.
