Why is Soviet Union translated into English like this?
Why not complete translation, like Council Union? Or just transliteration, like Soviet Soyuz?

May be because ‘Soviet’ is a name.
As far as i know the political organizations of farmers and labors at the time of Czars in Russia are called ‘Soviet’.
