Yes, it needs to be ‘has’ because the subject is singular.
Better to say - - I am Chinese and have never set foot in America…
If it is to stand as a complex sentence, it has to be has with the subject being Chinese, and if it is converted into a compound sentence, it can be have with the subject being I.
