Should it be "ever had" or "has ever had"?

"That is the narrowest majority any government in Malaysia ever had ,” Mahathir said.

Shouldn’t it be “has ever had” instead?

So, when I read it first, my brain naturally said has ever had without me thinking about it. I thought about it and if the sentence were more focused on Malaysia the ever had could sort of make sense. But naturally, “has ever had” sounds much better.
