So what is the difference between a consignment and a shipment? As I see it, a consignment can include a number of different items and different types of cargo whereas a shipment refers to just one type of cargo?

A consignment is an item which we can send or buy, whereas a shipment is a mode of transport in which the item is sent. Please correct me sir, if there is a mistake.

Usually a consignment is not just one single item but a group of items or goods.
