1-she speaks english
2-she always speaking english
First, we never write “english”. We only write “English”, so you’re incorrect with your capitalization, not only with that word, but also with the first letter of each sentence. You also didn’t use any periods at the end.
“She speaks English,” means that she is able to speak English or speaks English regularly.
“She speaking English,” is not really an English sentence. It is bad grammar, because you can’t use the present participle (“speaking”) without a helping verb.
“She [color=red]is always speaking English,” is a correct English sentence that means she speaks English a lot, and that the person who says the sentence might not like it and might be irritated by her habit of speaking English.
