Hi, please can you explain why we do not use in this reported sentence past simple tense or the first part of the sentence in Present S.?

What about sentences
She said that she did not care about the extra services.
or
She says that she doesn’t care about the extra services.

Speaking activity is in the past, but what she says is general, timeless
