Sentence: the first man to sail around the world

the following sentence is in one of my exercises:
‘According to the National Maritime Museum in Greenwich the first person to sail around the world was Ferdinand Magellan’
can you explain why it is ‘to sail’, not ‘sailing’?

Because the idea is that it is done; he is not sailing now:

The first man to sail around the world
The first man to stand on the Moon.
Someone to watch over me

etc.
