Defects are normally neither ‘posted’ nor ‘closed’. You need to worry more about vocabulary than grammar; there is no important difference here between ‘has been’ and ‘is’.

Do I need to open a different Thread each time, whenever I want to know a small thing. Or, can I just include the question in an existing Thread.

is this correct usage of “clarification”.
(The context here is, I need to get some details/one sentence answer/acceptance from Joseph)

It is better to open a new thread when you change topic. Thread storage rates are extremely cheap, so there is no budget problem.
‘Clarification’ is usually uncountable, so I suggest “I need some clarification from you, Joseph.”
