What does it mean “Self- employed builder”?
What do they do and what are their responsibilities? the one like engineer?

A self-employed builder would do a variety of jobs related to constructing, repairing and improving buildings, especially residential buildings. “self-employed” means that they work for themselves as a kind of one-man business, not for a company.
