I agree that using ‘zero’ as code word for the letter ‘z’ would be very confusing but why not use ‘zoo’ instead of ‘zulu’?

You are right - - ‘zoo’ instead of ‘Zulu’ is probably the better code word since it seems to be similar in many languages ‘Zoo’ in German and зоопарк in Russian especially since ‘zoo’ is pronounced exactly the same way as the first syllable of ‘Zulu’.
