It means “somewhat” or “rather” here, or maybe even “very”. In any case, the weather will be more mixed than it normally is.

It has the same meaning, “somewhat/rather/very different”. I guess personally I tend towards the “very” side when I use quite, although I am more likely to say “quite a lot”.
