Questions that ends in a period

I have seen in business correspondance that when someone is asking someone to do something that they expect to be done the question often ends in a period. Is this correct?

Example 1: Could you send the document by 5:00 this evening.

Example 2: Could you pay please forward me the document.

I have seen it. I don’t think it’s a rhetorical question, but I’m not sure.

I have seen it, too. It is not correct. It is the writer being officious and not noticing the requirements of punctuation.
