I’m not sure I would even bother to include the “verfahren” part in the translation. How about this:

The reason I wrote “Guidelines” (i.e. plural) is that that can conceivably be applied to a list of required steps in a procedure/process.

It’s often tough to come up with the “perfect” translation without all of the context, but here is another suggestion:

  • The Process of Quality Management

What about a more substantial deviation from the original German word:

  • How to Manage Quality

TQM is also a well-known concept, so you might consider this:

  • The TQM Process

It’s just that in this particular case we are talking about a number of documents that all describe one individual part of the entire Total Quality Management Process and that’s what a Qualitätsmanagementverfahrensanweisung is meant to be. Many Qualitätsmanagementverfahrensanweisungs describe and define the entire quality management process.[YSaerTTEW443543]
