Could you please help me to understand what it means.

The phrasal verb ‘pull over’ can be used to describe what you do when you drive a car from the driving lane to the side of the road (in order to stop). The ‘shoulder’ is the side of a road, and can be used for stopping. Not all roads have shoulders, and not all shoulders are paved.
