Problem with structure: Although she shouted, she could not make her voice hear

Hi everybody,
I am now wondering if this sentence is correct:
‘‘Although she shouted,she could not make her voice hear’’.
I think the word ‘hear’ should be placed by ‘heard’ but the test software said that ‘hear’ was correct.What about your ideas?Tell me please!Thanks in advance!

Make one’s voice heard: express one’s opinion so that other people hear or notice

‘make her voice hear’ = cause her voice to hear
This doesn’t make any sense. Voices don’t have ears. Voices cannot hear.

‘make her voice heard’ = cause her voice to be heard (by others)

‘make something + past participle’ is similar to ‘make something + adjective’

He made it known. → He caused it to be or become known.
