Practice: TOEFL SPEAKING Q3

Hi, this one is strange because the man gives one reason supporting the reading and one reason opposing it. What did the prompt say?

The prompt is as usual - “The man expresses his opinion of the policy. State his opinion and explain the reasons he gives for having that opinion.”

I think in this case I would say "The man has mixed feelings about the policy. On the one hand, he is glad they are publicizing the details of the policy. On the other hand, he disagrees with how the policy is enforced. … "

I took my TOEFL on 28/November/2015, and received the scores on 5/December/2015.

I got 26 on the speaking section, which is more that the requirement of my dream grad school. In fact, my overall score is 101, and English requirement cannot stop me from entering any grad school.
