Hi, this one is strange because the man gives one reason supporting the reading and one reason opposing it. What did the prompt say?

Plagiarism Policy
Plagiarism is considered intellectually dishonest and will not be tolerated at Monroe University.
Plagiarism is defined as the offering of the words or ideas of others as your own. It may be a single sentence, whole paragraphs, or an entire paper, whether from an Internet Web site, a book, a journal, or papers written by other students.
Also forbidden is the submission of your own research papers as original work in more than one course without the written permission of both professors. The Monroe University policy for dealing with instances of plagiarism is as follows:
(A) A warning will be given to first-year students.
(B) A reduction in grades will be given to second-year students.
(C) A failure for the course will be given to upperclassmen (third- and fourth year students) and for honors students.
Faculty members will use anti-plagiarism software to assist in detecting plagiarism.

The announcement was about [a ]plagiarism policy and provides detail[s ] of this policy and want[s ] to make this policy popular{popular is not quite right - I think they want to make it clear to all the students} in college.
The man in the conversation was happy with this act for one main reason.
First he tells that if you knew [he had known] about this policy, a few years ago, he wouldn’t [have gotten] got into trouble. He gives [an] example and tells that he used a [the] same section in [of] the research paper [in both his] of chemistry and geology class and this kind of violated the policy and his grade w[as] lowered in both the classes. He was very upset that his grade was lowered and if he knew [had known] about this policy this wouldn’t happen.
And because of these reason he thinks that this act is very good.
Please check and rate my response according to the TOEFL standards. Thanks

The prompt is as usual - “The man expresses his opinion of the policy. State his opinion and explain the reasons he gives for having that opinion.”
Thanks
I think in this case I would say "The man has mixed feelings about the policy. On the one hand, he is glad they are publicizing the details of the policy. On the other hand, he disagrees with how the policy is enforced. … "

I took my TOEFL on 28/November/2015, and received the scores on 5/December/2015.
I got 26 on the speaking section, which is more that the requirement of my dream grad school. In fact, my overall score is 101, and English requirement cannot stop me from entering any grad school.
I want to thank [color=blue]Luschen. I don’t think this would have been possible without him.
Also, I strictly followed [color=blue]Notefull’s free TOEFL course: notefull.com/content.php?pgID=414
