I think this is how ‘The New Yorker’ would punctuate these.

I would suggest as follows:

The five-foot-eleven-and-a-half-inch man … (The sixty-and-a-half-inch-tall man)

If the unit is homogeneous, it will obviate the ambiguity.

[b]Another option that has struck me, after a rethinking, is this:

The five-foot [color=green]and eleven-and-a-half-inch-tall man.[/b]
