I am not on your list, but I think they are grammatically correct and meaningful, although I am not sure of the “how” part - is there more than one way to watch something on TV? Are you talking about whether to sit on the couch or stand on your head? Also, I prefer active voice myself, but that is more of a personal choice.

No, because you cannot watch a “when” - best to say “We are having a constant tussle as to what to watch on TV and when.”
