I agree that in casual conversation, “yes, go ahead” would work as an answer without any confusion. But in a test, I think the answer has to address the question directly. So here, the question “do you mind?” needs to be answered with either, “no I don’t mind; go ahead” or “yes, I do mind, please don’t”. So in a test situation, C is the best answer.
