1) Can I start a sentence by " With " ?
2) Is the sentence “With all my respect and appreciation for you sir.” correct?
3) Your picture= any picture, and your photo= your personal photo, Are these words meaning (word meanings) correct?

Hello Mona, I say yes to both of your questions .

“With all my respect and appreciation for you sir.” You have to add coma between you and Sir.
“With all my respect and appreciation for you, sir.” With can start a sentence, with best compliments, with best wishes, …
How are you Sir? Could you please allow me to put your picture on my page? All should carry question marks, since it is interrogative sentences. Punctuation will make the sentence to be beauty and clarity.
