As with the second sentence, which one of “Be entitled to and Have the right to” do you suggest on a formal occasion?

And since the text refers to unknown proposals which we have not received them (the text is part of an advertisement), do you think “proposals” needs to be preceded by “the”?

Personally, I’d use ‘reserve the right’.

Now that you have explained, I agree that using ‘the’ would be wrong, but you also need to leave out ‘of’, and you might wish to add ‘received’.
We reserve the right to accept or reject any proposals received.
