I would appreciate it if you would check the sentence:
It gave the car companies the green light in respect to the car price liberalization proposal and questionably the president went so far to approve the issue legally and it is within an ace of being put into effect.

It gave the car companies the green light in respect of the car price liberalization proposal and, questionably, the president went so far as to approve the issue legally. It is now very close to being put into effect.
The phrase ‘within an ace’ is in a dictionary, but I do not think it is widely used (although I could work out what it means, I had to look it up to check the phrase existed as I have never heard it before) so would avoid it.
