place of 'to'

I’d like to ask if ‘to’ is placed correctly in the following sentence:

I’d like to express my sincere gratitude for the help in preparing this administrative report to:

name
name

Is it understandable that “to” refers to “gratitude” (gratitude to… for the help), not to “report”, or is it better rephrase the sentence?

I think the ‘to’ needs to come earlier as:I’d like to express my sincere gratitude to Charlie Brown for the help in preparing this administrative report.
