It’s an adjective describing the noun “meeting”.

It’s an adjective that modifies meeting. “Open meeting” and “All are welcome” is somewhat redundant.
Open could potentially be used as a verb meaning that the meeting is in progress. However that would be confusing since people would read it as an adjective.
