One of the first details of what SMART is came from the ministry of defence's annual report for 2018 to 2019

Is the usage of “is came” correct:

It is not 'is came’ as you understand. If you analyse the sentence, you will find that it is correct. See the analysis below:

One of the first details came from the ministry of defence’s annual report for 2018 to 2019. (Main/Principal clause)

of what SMART is (Subordinate clause)

So, what we need to understand is this: The verbs is and came belong to two different clauses.

Hi Anglophile.

One of the first details of what SMART is, came from the ministry of defence’s annual report for 2018 to 2019.

Would a comma after “is” make the sentence clearer?
