You will no doubt find instances of sentences like #1 and #2 in use, but they do not seem like very polished English to me.
#3 is an informal sentence, and is OK in that capacity.

(1) and (2) suffer from unnatural word order. I suggest:
What is fascinating can sometimes not be good for some people. Or -
What is fascinating can sometimes be no good for some people
2-What is fascinating can sometimes not be good. Or - What is fascinating can sometimes be no good,
(3) could be better expressed as: The plan was not what you’d call good.
