‘over all the noise’ = above the noise, which can also be used in your sentences. The noise drowned out what he was saying.

To make a noise about something, as in (2) = to complain about something.

4 is incorrect. All the others are possible and have pretty much the same meaning
In (1) it is unclear whether the speaker is in the street or not. In (2) the speaker is either not in the street or has just stepped into the street and in (3) the speaker is not in the street.
