Why is grammatically wrong?
I think first sentence is in active voice and second one is in passive voice.
If I am wrong please correct me

To use the passive voice, you would have to change the order of phrases as the subject and object need to change places when turning something into the passive voice:
The epidemic disease ‘Encephalitis’ needs action.
Action is needed for (to deal with) the epidemic disease ‘Encephalitis’.
