" more than " and " more ...than " TASK 1 IELTS

Hi all. I have 2 sentences as below and I want to know whether or not these are the same meaning?

  1. Western countries consume MORE THAN three times as much oil as the MIDDLE EAST

Most people will agree that both expressions describe the same quantity, 300% of the base value.

I think , more than 300% is more exact , isn’t it ?

300% of is a multiplier.
300% more is additive.

300% of 10 is 30
300% * 10 = 30

300% more than 10 is 40.
10 + ( 300% * 10 ) = 40

This is a math convention and often causes confusion because people do not use it consistently when it’s used causally.
