Yes, although it has a connotation more of “finishing the cleaning” - after the hard work has been done, then you finish by “mopping up”. This is often used in warfare contexts. You win the battle and then “mop up” the remaining resistance. Though as the U.S. found in Vietnam for instance, the “mopping up” is not always a mere formality.
