He might not have paid.( it is possible for him not to have paid )

2.We should have bought her that violin but we couldn’t afford.(?)
She should be back soon.( She must be back soon)
3.Lucy wouldn’t forget to phone.
(I refuse to think that Lucy forgot to phone.)
He wouldn’t often talk about his experiences in the war.(He’s not used to talk about that.)
