I think you need something after ‘One’ and a comma after ‘which’.

Your “sentence” is not a complete sentence.
It’s possible that “concerning which” was used to mean the same thing as “about which”. If that is indeed the case, then you probably would not want to place a comma after “which”.
But this is all speculation. Without additional context, I’m afraid speculation is all you can reasonably expect.
