Meaning of "up to attic"

what does the following sentence mean ?
“it’s still up to the attic.”

Without the broader context, that sentence doesn’t mean much to me. What were the sentences that came before that sentence?

Well, maybe the person is referring to something that is so high that it has reached the attic. This happened during Hurricane Katrina, for example. Some houses in the New Orleans area were flooded and the flood water was up to the attic of the house – like this:

That’s the only possibility that comes to mind.
