I think to most people it means sleeping in, i.e. waking up later than usual or normal.
In a way, you are right. Going to bed late will result in waking up late if one wants to complete one’s normal sleeping time. But the meaning, as Torsten says, is waking up late.
The other expression is ‘sleep in’ or ‘lie in’ , both of which mean that you are not in a hurry to get up, perhaps because it’s a holiday or you don,'t have to go to work that day.
But, Alan, lie-in has another meaning connected with maternity in that it refers to the period during which a woman might be taking a long rest after delivery.

I can’t argue with your explanation but I think it would be regarded as very formal today. To me it sounds like a description for a princess or someone of grandeur in the distant past.
