Hello,
here is the sentence: Evacuation was accomplished out the cockpit escape slide. Initially, after deployment, the slide was unusable when an 11 knots wind twisted it parallel to the fuselage.

I am confused about the situation of ‘twist it parallet to the fuselage’.

The slide is normally deployed perpendicular (at 90 degrees) to the fuselage. The wind blew it against the side of the plane.
