Meaning of 'may' in: The discovery that orbs may be forming a torsion vortex open

I’d like to ask about the meaning of “may” in the following context:

The discovery that orbs may be forming a torsion vortex opens
up very interesting possibilities for our understanding of the nature of
reality. The effect that a torsion field may have in warping the timespace
fabric is of particular interest and an area that deserves further
research.

Does “may” mean “can” here, or does it express possibility/probability, i.e. it is possible that orbs form a torsion vortex, and perhaps a torsion field can have effect in warping the timespace fabric?

The first “may” = it 's quite possible that this is happening at this moment/has been happening over recent years, month, days, etc.

The second “may” is “may have” = it is quite possible that X has/possesses these qualties right now/could possess these qualities in the near future
