Also, I find usage of ‘subject matter’ odd.

‘Subject matter’ is a common collocation:
subject matter

Without further context it’s hard to be sure, but I would guess that your sentence could be a reference to something such as spam email or junk mail which advertises insurance (tries to convince you to buy it).
