Which option is correct:

Without further context it’s not possible to choose between them as they are both acceptable.

Use ‘the’ if you are speaking about a set of economic, legal and social issues relating to something specific.

‘We could discuss many of the economic, legal, and social issues surrounding developing countries’. In this case, ‘developing countries’ is a specific thing which you meant, isn’t it?
