does ‘‘to make’’ and ‘‘to delivery’’ a speech mean the same, please?
is the former less formal than the latter?

Yes, you can either ‘make a speech’ or ‘deliver a speech’ (note the spelling). They can be used to mean the same thing, and yes, I would say that ‘deliver a speech’ is a little more formal.
