Pass out doesn’t work in this context.

@Mona_Rmzi I’d like to explain from a native English speaker’s perspective. Pass out, to me, means to faint. To go unconscious. Or in another context. To pass out a piece of paper to a student. In the context in which you use Pass out it wouldn’t make sense to pass out a regulation. It would make more sense to not ‘pass up’ an opportunity.
