Is it okay to say,“kneel down” or is it already redundant?
It’s more than okay and would change the meaning without “down”.
Really? Can you, please, tell us the different meaning? I haven´t found another one in my dictionary.
You can ‘kneel up’ as well as ‘kneel down’.
Kneeling up

Kneeling is both the above and any similar body position in between.
Thank you for clarification, Beesness. As I got the meaning of “kneel” in every case kneeling has to do with flexed legs. Hence I came to wonder what else meaning “to kneel” might have.
