Japanese proverb in Mind your language

I think I need some help from the native speakers. Can anybody here help me to comprehend what Taro Nagazumi is saying in this episode of Mind your language.

He said something like this

[color=red]‘Men hold seduces girl on hillside, not on the level.’

If that is really what he was saying. I really couldn`t catch it. And what does it mean anyway?

This had bothered me too for a while and thanks to part answer of yours, I think he is saying:

Man who seduces girl on the hillside is un-reliable.
