It's very public?

Here is another phrase I don’t understand: it is very public. To me this phrase doesn’t make sence in the context below. I mean, if you are not accountable for goals, why is it public then? Also, what exactly is it here? Thanks.

“There is a high degree of responsibility and visibility,” he says. “If you’re not accountable for goals and objectives, it is very public.”

OK, if something is very public a lot of people have access to it. But what is it in the given sentence and why is it (whatever it is) public if you are not accountable for for goals? This sentence is still a bit confusing to me. Thanks in advance for clarifying and thanks for all your other explanations.
